Is tactics consider canonical or relevant?
Selective continuity. Over arching plot is considered canon, but a lot if details are not.

If it doesn't contradict with 3 NV or 4, its canon, 3 confirmed that Tactics did happen and that the Mid-West BoS chapter exist.

IIRC hardcore FO1/2 fans don't consider it canon, no. Still a hell of a good game, though. I remember always having a shitty time getting the multiplayer to work, though.

The only canon thing about Tactics in both 3 and NV they say another renegade BoS lives in the Midwest.
Still my second favorite Fallout game even with all the big inconsistencies. Also got my favorite perk and consumables of all fallout games
