It looks like total stupid bullshit, because the equation is actually an inequality where the right side is an ordered pair. One part of the exponent takes the modulus of a variable which isn't defined anywhere else, so it's either nonsense or its part of number theory or some math I'm not interested in.
The big piles of numbers has a comma after the first number but never again. I have no idea.

Don't think it's an ordered pair, likely mod() is a function where it does first parameter mod second parameter. I wonder if perhaps you're supposed to plug in each value in the string of numbers into that function. No idea, though - don't own BO3.
