responding to answer my own question, I think it's because in japan the concept of a female warrior is based on the samurai's ideal wife, a woman who's competent, supportive, and loyal to her husband. on the other hand in the west the whole concept revolves around the insecurity of needing to prove that you can do man stuff even though you're a woman. obviously the female character based on a female ideal is going to be more appealing than one based on a male ideal.
