It's probably sloppy inputs. I find SF4 almost unplayable because of its shit input recognition. It has probably the worst input recognition I've seen in a fighting game.
What it considers to be a qcf is laughable and can actually get in the way when you want to do other inputs. The fact that you can get Hakan's command throw when trying to do a slide after crouching is fucking stupid.
