The first three games were massive hits, they fucked the series with Angel of Darkness by releasing an unfinished, buggy mess. PS2 was the biggest console of all time and the failure to exploit this and win over a new generation of gamers coming through was a massive blunder. By the time Legend came out the original fans were ten years older and younger gamers probably didn't give a fuck even though they might have recognised the name.
