Actually in Fallout 4 the map is scaled from north to south.
I tried buffing my level up to 250 before I left the vault for the first time and sure enough everything near the Vault was around level 1.

Not the person you're replying too, but getting to that max level and being able to instantly railroad every enemy gets boring real fast. Besides, you can still feel like a God with level scaled enemies as long as your armor and weapons are good. That way, it makes the materials, armor, and weapons you scavenge important which is the way it should be for a Fallout game.

Fallout 3 was a fres/new interpretation of the Fallout Series and had a lot of content and awesome gameplay.
New Vegas: Everyone was bored of it, because it was too similar to Fallout 3 and felt like an addon. People played Fallout 3 so much, they could not see it anymore. It was played out. And New Vegas was simply to similar.
Fallout 4 was / is a HUGE letdown because everything is dumbed down and EVEN MORE mainstreamy as 3 and NV.
