I'm not sure that it comes down to price as much as it Comes down to time. Budgets for AAA 3D games are astronomical, much more expensive than a solid 2D, fully animated game, but the return on investment, the ease of expansion and the possibility for replayability is not worth the effort. If they tried to emulate the amount of content in your average AAA 3D game in 2D, a 4 year game would take twice as much.

Plus, there is the issue of talent...

People only take into account the actual creation of the characters. 2D characters might take longer to make on paper but 2D characters typically have limited frames of animation but 3D models need motion capture people and if they're made from scratch it's a painstaking process to make them look naturally since there are far more frames of animation and variables to consider. I doubt 2D is more expensive once you consider all those variables.

Right, but Vanillaware had to make at least 3 other previous games, develop the talent, develop the tools, etc. Considering how much legacy they had to have for DD, the 1 million figure is inaccurate. No regular studio could just put that money and expect similar results. The same legacy investment factor can be seen in Wayforward, for example.

Which makes me hopeful for what may come from the people who made the recent Rayman games

Not necessarily, because even after mocap there is a need for TONS of adjustment (specially dealing with cloth simulation and collision.) The advantage of mocap is portability: you can copypaste an animation to almost any model. You can't do that with 2D, for the most part.

Also, animating in 2D requires a different skill set altogether, one that is not in high demand right now and therefore can't be found as easily.

You can't just hire 1000 2D animators and expect to make it go faster. Shit, even Disney had to have an animation school on their own to equalize the style.
