It would've been much better if the pacing wasn't so shit. The tanky enemies would ruin the flow of everything.The level designs themselves weren't really that bad.

It's not the Enemies being tanks, it's having to "power up" in order to do decent damage. Hell Tails can;t even hurt enemies at level 1.
At level 3 the Power character is a killing machine.

Ever since that shit happened to me multiple times, I always jump as close as I can to the rings now. I'm paranoid that every light speed dash is going to fail on me.
Sonic Heroes was the best 3D sonic game IMO (not counting Generations). The multiplayer modes were fucking great too.
I replayed them all recently and Sonic Adventure is the worst, tied with 06. Adventure 2 is marginally better. Colours and Lost World were both alright but kinda underwhelming, and Unleashed was great during daytime levels. But for all of its flaws, Heroes is my favourite.

I legitimately had more fun playing 06 - Heroes is the worst kind of shit where there are way too many faults in the physics and level designs for gameplay to be fun, whereas 06 is so broken that it rolls over and becomes masochistically entertaining

Your judging is WAY off if you think Heroes is one of the best 3D sonic games - the physics are abysmal and constantly get in the way of gameplay, and there are so many bad design decisions like the 'realistic' bullets that take away one ring at a time, multi-hit enemies that completely kill the flow of gameplay and the endless amounts of enemy setups which must all be defeated before unlocking the way to progress in the level. It's almost like they were trying to make a sonic brawler game while still trying to make it feel like sonic so it ends up failing at both things.
