The definition of a meme is "an idea". But literally anything can be a meme, literally anything.
A meme is just something info you store in your mind that shapes who you are as a person, and when spread to enough people, shapes them as well.

The dog is basically a tutorial for parrying, like, git gud now or you're gonna have a bad time for the rest of the game. I really can't give you much of a tip as parrying seem to be something one has to figure out himself. Only thing I can say is, don't mash X, just press X AND direction when you want to parry (if you want to do multiple parries you have to press X AND input the direction multiple times).

But, I got FUCKED at Sundowner because for some reason the zandatsu accuracy is absolute shit and I can't cut through his explosive shield thing.
