Guerilla have been working on Horizon:ZD before Shadowfall even came out. Outside of launch titles (and maybe The Order, though that was probably sequelbaiting and jewery from Ready at Dawn themselves), Sony is innocent when it comes to rushing titles (outside of stuff like MLB, because sports games come out in an yearly cycle, but even those tend to be quite polished).
