Yeah, but most of the other dialogue confirms that Reeve was in control. Cait Sith even shuts down during that time when Cloud tells everyone to go home one last time before heading into the crater. He probably said that because he had grown attached to that particular Cait Sith, since that was the one he had been using. But it's definitely Reeve.

Yeah, but the mass murder is usually just part of the gameplay and is usually just random encounters that aren't even acknowledged in the plot itself. Avalanche is actually an eco-terrorist group that blows up generators, killing not only the guards and workers, but also the civilians in the section of the city surrounding it. And this happens as part of the plot. And Cait Sith actually confronts them about this. And they don't give a fuck. In FFIV, Cecil's entire character arc revolves around his guilt for the massacres he's commited in the name of his king.

Yeah, and that's fine in FFVII. It's justified. The characters are pretty hardened and are killing long before the plot begins, for a cause.
But in most JRPGs the heroes are some plucky young adventurers who are going on a journey and kill people by the thousands without seeming to even realize they are killing people. They never even ask themselves if it is worth it. Their first kill is nothing special, when in real life even sociopaths are a little frazzled by it.
