She is wearing plate armour when she is obviously equipped for sneaking around. Those overlapping shoulder plates would probably make noise when they clank or rub against each other. And why bother armouring your shoulders with plate armour when you aren't even covering your torso at all? Your torso requires armour more than your shoulders. She isn't even wearing padded cloth.
