The secondary cooldown only charges while you're using the weapon the art is tied to (all of your arts are tied to either your melee or ranged weapon). All he really say is "Ma-Non was here a year before" which while useful in that they are learning new races are arriving on Mira they were most likely going to help them and get the info anyways. As I said what they should have had him be was a warrior that you can take on missions. At least than people can forgive the jokes since he's useful in battle. But as of what it is now I just don't see how we went from Rikki to Tatsu. I know Takahashi wants it as his mascot but he really should have had Tatsu more active and not just "Cook Tatsu" "Linly mean!"

I can understand people getting mad at the story. Like, it's good, but it's good because of how simple it is. There's pretty much no room for bullshit. The original had plenty of twists and turns that could make anyone be like "Hold on a sec, that was bullshit", like pretty much every JRPG story ever.
Fortunately the gameplay and world design is fantastic. A third game that has a long complex story with gameplay like this and some heavy sidequest optimization would truly be unforgettable
