There have been a lot of other characters that have been used even up to finals, I think it's definitely possible to win without maining one of the top tiers. The difference in character strengths is not as pronounced as it was in past games, and on top of that the game simply hasn't been out long enough for the potential to be seen from every character. Basically the right player can push basically anyone from mid-C tier to win, it would just be harder than using the top tiers.
Luigi, Olimar, Shulk, Robin, R.O.B., Yoshi, DK, Lucario, the Pits, Peach, Megaman, Link, Samus, Pac-man, Mii Brawler, Game & Watch, Dedede, and Greninja all have either done well before in tournaments, or have shown potential that no one has really tapped into yet.
