CSnewfag here as well. Haven't even played for months, but I think the gun can one-shot pretty much everything and has a pretty low cost. It can even pierce targets for double kills

It's basically just a comically overpowered revolver. It has 115 damage like the AWP and has the same amor penetration as the AWP making it able to one-shot armored targets at any range (if not a legshot), it's insanely accurate while moving, and you can rapidfire it like a cowbay (although inaccurate).
Also it costs 850$, meaning that it has effectively killed eco rounds. It no longer matters if you win the first round or not

Yep, this is because valve made a mistake when launching the update. It says in game that it has armor penetration of 97.5% like the AWP, but apparently it actually only has ~93.5% armor penetration, which is why it sometimes doesn't 1 hit kill to the chest

Everything else from that update was also rapidly made useless.
The biggest joke isnt even the R8, its the spray patterns. Now CS LITERALLY is an RNG shooter.
