Nomura intentionally leaves plot hooks he can build around to later make a game centered on.
He hasn't planned shit out from the start, no one can deny this, but he does revisit those plot hooks to make something out of them. It does leave a major dissonance among fans, however, so it's purely subjective whether or not it's a good thing. You have good examples (Birth by Sleep, Re:Coded) and you have bad ones (Days, Chain of Memories). Guy really likes making KH games and trying new things with them.
