They literally print money. Think about it.
Every time they generate a card, it either goes nowhere or it gets sold. Any money brought INTO the steam marketplace stays there, so even though the people selling them are "making money" that money is still just inside the steam marketplace environment. People will buy them with extra cash from steam cards, some people will throw 5 dollars onto their account for a badge for completion.
