RNG and LUCK in Fire Emblem are not exclusive to one another. While LUCK does affect your hit rate and evasion, it does not influence other RNG influenced values such as critical rate and hit rate and evasion are also influenced by a shitload of other factors like the weapon triangle, speed, etc.
Luck is just a gear in the RNG machine.

There is a major difference between something "truly" random and pseudo-random. The word "truly random" isn't literal and does not mean there are no deterministic elements; this simply describes the predictability of the random event.
A dice roll on flat surface would therefore be classed as "truly" random where as random elements in a game would not. This is because games for the most part use a PRNG algorithm to generate their random elements, and outside of a gambling machine you are unlikely to ever see a random element generated by a TRNG algorithm.
Most video games use the in game time or the current system time as a seed for this so if you have an extremely strong understanding of the game it can sometimes be possible to manipulate the random elements completely.
