A Tempest
Then throw the Offering on top
Then use Catscratch
Catscratch works kind of like a crit where it multiplies damage, but it's balanced around Gau not being able to equip anything
The Tempest is also balanced around Cyan having the worst magic damage stat in the game
It also will multiply the damage from Tempest Wind Slash
This means every attack Gau will either 9999 one guy, or hit everyone for 9999, and do it four times
