Strictly talking about games that are a combination of platforming action and character action fighting that isn't a port, I think it's top.
Granted, don't get me wrong, there are plenty of other games that beat it in their own ways in different categories, like Astro Boy Omega Factor, Dragon Ball Advance Adventure, Ninja Five-O, Sonic Advance 3, and a few others that are arguable, but I don't think any of them touch on the overall combination of sheer quality, customization, and action that Zero 3 does.
Like I said, it's an overall thing. In terms of individual aspects, Zero 3 is definitely not on top of any one list, I feel. However, it's damn good at having the total experience being more than a mere sum of its parts. Only thing I really dislike about it isno Chain Rod

Also, to rank any one game as the top GBA game is a pretty opinionated matter as you have several different genres competing, and how someone ranks those genres is going to vary even on a person-to-person basis due to sub-genres being a thing as well.

Yeah, Hard Mode is pretty much Arcade Mode.
Almost everything one shots you, so the first thing you'll want to upgrade is Jets/Dodge to be able to fly past damage with good timing.

Not him, but regarding Zero 1, you can actually beat it pretty easily with even single slashes.
The initial saber strike in Zero 1 is overpowered, because not only can it knock bosses out of attacks, but it can even be chained faster to deal high damage because it doesn't create invuln frames like the 3rd slash finisher does.
It was nerfed in Zero 2, sadly.

1's level design is on the weaker side, because the dash isn't built in, so they made everything before Sigma 1 have to be winnable without dashing once.
Now, that isn't to say it's shit. There's plenty of other things that are shit, like most of X3's level design and boss patterns.

you can just play through the game normally and have charged saber strike + lv2 buster charge before you're done with the first set of four missions
If you try to tell me you can't get through the first few stages without those I implore you to git gud and then try Hard Mode on for size, you don't get shit for upgrades in that and it sucks

Man I gotta say, going through X4 with nothing but the buster is an exercise in challenge, surprisingly.
Zero can DPS the fuck out of everything, but X's peashooter requires charging for any real damage and even the initial shots cause invuln frames, preventing you from chaining them.
Point being, I'm honestly stunned on how useful the mid-charge shot can be. That thing has saved me more times than I care to count, and it's almost instant on top of that. I'm surprised as well on how many normal enemies can die to it in one hit. You wouldn't think it'd be useful.
