I turned off Godrays and run in borderless window mode and it runs at a solid 60 FPS. Before, when I'd run in full screen, I would get stutters and shit. It was fucking awful with Godrays on and full screen. I have no idea what the fuck they've done to full screen mode but it gets fucked.

I got a 750 TIwith 1 GB VRAMand it's not so bad. Screen is tearing a bit from time to time but it's not unplayable. Good enough to snap cursor around and shoot those fucking ghouls.
And my CPU isn't that good either, Core i3 530(with 1156 socket) so i am not sure what's wrong with this game.
You might try to tweak your ini file or try out ENBoost. Not fan of ENB stuff but this ENBoost configuration thing pretty much removed tearing, as little as there was.
If that won't help then wait for patches and GECK. One of those ought to fix problems, eventually.

How do I check what my framerate is while playing? I've just gotten a GTX 970, and it's a lot smoother than the Radeon 6900 I had, but I imagine it's not that magical 60. (but frankly it's not doing the noticable stuttering older games were that i had gotten used to, so I imagine it's at least 30.)

Put Shadow Distance on Medium and Shadow Quality on High. Also turn off godrays. That should solve it.
Note that in your to turn off godrays you still have to select Low as your overall graphics settings and then increase everything except godrays again.
Game won't look as pretty, but it has given people anything from a 10 to 30 fps boost.

Nope. Though to be fair you can force SLI settings through nvidia inspector and it works pretty well, even if the lighting is a little buggy.
It's not as bad as, say, Just Cause 3 which has NO SLI compatability whatsoever even if you try to force it.

Besides the largest drop I get is down to 47 fps in diamond city. 53 in swamp, and 57 in factories.
