It is not like GTA at all.
It's a very well done city with fuck all to do in it.
(Un?)fortunately the game is very linear so that doesn't matter too much. It's story driven but does have actual gameplay. It's enjoyable. I give it a 7/10, which is equivalent to an IGN 9/10.

AP actually manages to make the dialogue wheel work. Mostly because you have to pay attention to how people respond and adjust what you say to get the intended goal.
And there's very little of those "what, I didn't mean to say that!" moments. Most of the time you get why your character said what he said, and you understand how the other characters respond.
