Physical disks copy almost their entirety to internal storage, then use fairly little off the actual disk. Probably just pointer objects and shit. This is mandatory to play. The 360 at least had the option, I'd assume the XB1 also does what the PS4 does.
Because not having 5 minute load times for everything is better than being to store 20 games.

This is the price of higher consoles. They have to install data to the hard drive because it's unfeasible to operate at this level of fidelity off a disc.
That's why people perked up when there was another "rumor" going around that NX might be using cartridges, or rather, an SSD for game storage, which won't have those limitations, and the technology's come far enough that it's pretty economical too.
