That Treehouse asshole who got fired over that podcast where he called the fans idiots said Woolly World had been localized by NOA and NOE used their translation as a basis. As for why it got released so much later, I can only think it was because there was a shipment strike in the US last summer and they needed more time to stock the woolly Yoshi amiibo.
I don't know why they do separate translations on some games. My guess is that the management at NOE doesn't like the liberties taken by NOA and/or all the memes and prefers doing their own translation whenever possible. And no, "Into the trash it goes!" isn't a 4chan-created meme.
