The game is most likely in alpha or pre-alpha right now. The dev still has its workforce divided and focused mostly on The Witcher now for the upcoming patch and the new expansion which comes out early 2016.
I have a feeling the most we'll hear about Cyberpunk is mid 2016 with release aimed at late 2017.

shadowrun dropped the "magical 80s hacking" a version or two ago and now has a wireless matrix space because people are more familiar with it and it's more dynamic, and this is directly affected and a product of lore

I still doubt it, but who knows. CDPR have said themselves that TW3 was a crash course in open world design, with lessons learned from TW3 development maybe their turn-around on CP77 is a lot faster.
Keep in mind, CP77 is using RedEngine2, a lot of the work for TW3 went into designing the engine.
