First of all, Denuvo is extremely expensive for publishers/developers, so no.
Secondly, this isn't the first "major" DRM that threw a wrench into the piracy machine. StarForce was beaten, SecuRom was beaten, Denuvo will be beaten too eventually. SecuRom and StarForce both took like 2-3 years.

3DM hasn't cracked a single Denuvo game. What they made were three very half-assed emulators that fooled Denuvo into thinking Origin/Steam is still running. And none of them even work properly and require setting timezone to China and are generally broken and outdated.
Their Dragon Age 3 one only works for release version and is unstable and crashes randomly.
Their Mad Max one also only works for release version, is unstable and crashes the second you open map.
Their MGS5 one also is release version only, is unstable, crashes randomly as well as ALWAYS in Prologue and Mission 46 and you can't open doors unless you aim weapon at them.

Meanwhile CPY, an actual scene group (3DM ain't scene, they're P2P), cracked FIFA 15, Battlefield Hardline, Dragon Age 3 (on latest version no less), Arkham Knight and Lords of the Fallen (also on latest version). They also already confirmed they can crack Arkham Knight on latest version as well and are just waiting for the complete editon with all DLC like they did with Lords of the Fallen and Dragon Age 3.

The ONLY way mods can be prevented from being subject to piracy, is if devs and publishers make an "mod-store", like the app-store, for the game. Denuvo doesn't really kill casual pirating. It gets cracked or worked around. What it does kill is timely updates and DLC for pirates. When it's cracked that tends to be the only version that will ever come out for that game, at least so far.
