Well, to be fair, Goku IS literally voiced by a woman. That seems to be more common in JP voice acting, boys as old as late teens being voiced by women, with a few stand out examples like Goku and Naruto being voiced as such even in their late 20s.

I get the rationale behind him sounding like Doraemon is it's supposed to be disturbing, but I don't think that's an objective standard of the actual quality. Although, it did make me consider what an appropriate English equivalent would be, and I eventually decided English Monokuma ought to sound like Winnie the Pooh.
