basically you can just saw having a tickrate of like 10 is like battlefield while having a tickrate of 64 or higher is like csgo or halo
If you've played battlefield games you know what it's like to get shot behind a wall or trade kills even when you did take the first shots
Meanwhile csgo hardly has kill trading or unfair feeling deaths because it's so accurate with player positions and shots due to its high tickrate
For reference dota and league use 30 tick as well.

Issues consistently complained about are ones the community actually cares about to get fixed. If a problem is complained about for a week and everyone stops complaining about it, it doesn't get fixed as fast (if at all) as the problem complained about for months on end.
It's still in beta, but all the podcasts and shows and reddit are talking about the tick rate and how it is bad, Blizzard is most likely aware that this is an issue that will be chronically complained about as well as an easy to fix one. This isn't 1998 anymore, servers cost dick to run, and considering Blizzard games shit money like there's no tomorrow is reason enough for them to at least meet the minimum tickrate but decent gameplay (64). Not to mention, this is a game that is way cheaper on purchase than other Blizzard games, but with all content being free after with character skins. This game is guaranteed to be profitable for at least a decade if we look at WoW, people buy Blizzard games just fucking because it's Blizzard.

In-game it's not so noticeable. A good widowmaker or Hanzo can take advantage of 20 tick rate, (or Soldier in some cases) rather easily, and it can get annoying, but usually only in the way that snipers can annoy a person.
Then again, I don't play many first person shooters, so I've never experienced grorious 1 mirrion tick rate from CS or the like.

Having actually played, the tick rate is a serious problem more on quick, offensive characters than snipers. Snipers rarely 1v1 eachother, it's usually just one sniper getting the drop on another, or getting clobbered by advancing tracers and genjis.
The real issue is that there's almost no benefit to sustained damage characters like Junkrat because you get ultimate % from taking damage. Characters like Junkrat and Lucio do lots of damage at range but can really only land kills up close. Torbjorn is the worst for this, as his turret is basically just a way of farming ultis.
