I had hope for HL3 for a really long time. I had strong hope it would come for about 6 years after EP2 was released. That hope has dwindled significantly since then.

It would be kind of silly to think Valve just forgot about HL3. They are working on it, but only the top or original members of Valve are allowed anywhere close to it - pretty sure they have stated this was the case too. They're probably trying to get the foundation as perfect as they possibly can, I bet the game's been scrapped hundreds of times by now. When the day comes that they feel technology or concept is at the level it needs to be for HL3 to be truly stunning, they'll be ready to build upon that foundation.
