Looking at a the map of strategic targets from the side of the US government in 1982, new york is not a direct target. just the surrounding military bases and nuclear reactors.
I'm pretty sure there are vaults in the area, as well as research laboratories which would make it an excellent location for a new game.

you know? A full on fallout title in Canada would be interesting. Personally, I understand why we'll never see a fallout game out of the US. The Americana theme and the "Look on my works, ye mighty, and tremble" parts are way to central to the franchises character. A Canada game though, might still be able to exhibit those, but through a new lens.
There are never any mentions of a Brotherhood of Steel north of Chicago (that I'm aware of), but there must have been a significant occupation force to pacify the locals when it was annexed. There could be a whole faction descended from the occupation force there. Perhaps the largest remaining faction of the Enclave is made up of those descendants even? I could totally imagine US forces carrying on as usual up in Canada if they were spared from most of the nuclear bombardment. Or maybe there was a civil war up north and that's why the Canada force is never mentioned?
We could find American cultural propagand every where, only now it would be aimed at intigrating the Canadians.
Similar to the Chinese POW camp in Point Lookout, there could be camps where they held Canadian rebels or disruptives. We could see American re-education camps.
Now, what sinks it is that any settlements or cities would likely be untouched by the nuclear bombs, or would be totally new. I could see Canada having a serious head start on the whole "restarting civilization thing", and a fallout game set up there would probably be more like a "Dark Age" than an "Apocalypse" type setting, and I don't imagine any of the game developers are interested in changing the franchise formula THAT much.

You can have some swamps for your bugs and radgators, the technology triangle would fit well with having old labs and other tech companies for robots and other high tech shenanigans, and you can have differing landscapes from swamps to meadows, the mountains of NC, even dense forests.
