FF7 was never really cartoonish bro. It was always maximum edgelord. The big heads were a design choice to make it easier to recognize characters with the low resolution, like with the previous SNES games.

It was a stylized sort of realism. Before designers thought that "real" meant trying to look as dark and photo-realistic as possible, you could actually have some cartoony-looking elements, but still affect a more serious tone.
Let's just be thankful most game developers have finally gotten out of the "brown n' bloom" phase.

Read Kitase's interview about the FFVII dev process. They switched to 3D because they wanted realism and were inspired by Alone in the Dark (a Western survival horror). The anime style was mainly chosen because they were shit at making 3D and needed very simple character models.
