Better than XCOM Enemy Thingy.

Actually with 75% it's gonna be roughly 25 out of 100 shots missing.

I had a 99% chance to hit a sectoid.

Fallout 2, a game that becomes hilariously easy when you play it with 10 luck
>>
>>319268612
you only remember the times you miss, not the times you hit; that's why they seem to happen more often than they should.
>>
>>319268684
If Luck plays that much into it, then the percentages should have been changed accordingly. It's stupid to have a 90+ chance to hit and miss the majority of the time due to luck. Also, I thought Luck was useful for critical hits anyway.

Nah, Fire Emblem cheats to make you hit more often than a 75% hit chance statistically should let you. Because most people feel they should almost always hit with 75% chance to hit.

It's roughly balanced, but the numbers aren't all that accurate.

Having just played Fallout 1 and 2 in a row I can agree with this. Fallout 2 has more stuff to explore, but Fallout 1 feels like a much tighter game where the bad dialogue doesn't at least feel as obtrusive as it is in 2.

2 has menu scroll though.

Why do people always whine about this shit? Is luck a real life stat?
If there's a 40% or more chance to hit I will take my chances. I've never once felt like I was fucked over by RNG. 70% chance to hit is pretty much as high as I want my hit chance to be.
>>
>>319275175
Fallout 2 is a pretty big improvement over 1 in a lot of gameplay aspects. Followers being highlighted in green now default instead of a perk, fewer glitches that were present in 1, more roleplaying opportunities, etc. The killer was just setting and pop culture references, they killed the game for me.

fucking bullshit and you know it. every full bar of VATs that I use, i make sure how many hit and miss, based on percentages.

there is a factor of luck but when it's this consistent, i know it's rigged in favor of missing the target.

i wouldn't mind missing if it would actually hit the target at least 75% of the time when VATs tells me it's 85%
>>
>>319275909
You could just drive it where ever, run out of fuel and get a map marker for the car. If you're using the fan patch the car shouldn't disappear.
>>
>>319275551
The Enclave was such a poorly framed threat too. Sure, you might come across them sometimes in an encounter that was just game over straight away if you weren't so strong it didn't matter, but there was no consistent threat. That said I did enjoy sneaking into Navarro.
>>
You might want to believe that you're just lying to yourself and that it's actually accurate but no. You're right. It's fucked.

The truth is, we have a strictly deterministic universe. Random chance is not even remotely possible. All games can do is make a decision and obfuscate it behind some percentage. There are ways it tries to mimic randomness but nothing they can do will make it random.

It's all a sham.
>>
>>319276279
Well Enclave did only have a minute presence in the west coast for a good reason. They only were looking for a way to wipe out all the muties and Navarro was enough to ferry resources to oil rig. Master would have done the same if he didn't want to mutate everyone.
>>
>>319276593
>Master would have done the same if he didn't want to mutate everyone.
I will never understand why the Master gave up so easily. You explained one fatal flaw in his mutants. Okay. Now go use that supreme brainpower to fix it, Master. Or keep a farmed stock of humans as slaves and for breeding. Every so often, elevate a particularly talented human slave to mutie status.

Fallout 2 may be chocked full of annoying as fuck references, but if you overlook them (that can be quite difficult to be fair) there's still a very well crafted setting with many memorable characters and tons of unique ways to roleplay.

Well the development focus shit due to advancing technology has basically made it so all new games are shit. Old Fallouts were made using very limited graphical and voice assets while the new ones shit them all over the place but the writing conversely suffers.

People want shiny things! People like music and voices and shit! Reading is for faggots.

How much would the writing improve if they did away with voice acting for everyone and their mother?

You guys keep forgetting armor class is subtracted from your hit chance.
If you have 95% hit chance against an enemy with 30 AC the actual hit chance is 65%.

That's why aiming for eyes and groin is so powerful. You have a good chance to bypass armor.

But what about the rat caves, or gecko mines, or scorpion fight. If you haven't tagged unarmed or melee the start of the game is painful. I'm doing an energy weapon run right now and well aware that it'll be at least vault city before the game is fun.
>>
>>319278424

Let me talk my way out of rat and ant fights then, it wouldnt be out of place for a game where you chat to king rats and scorpions.
>>
>>319278505
>But what about the rat caves, or gecko mines, or scorpion fight

You can immediately get a pipe rifle and there's a 10mm pistol in the rat cave. Hell, you can probably get it earlier just by random encounters around Klamath. Plus you can effortlessly steal a shit ton of ammo from trappers

Big Guns and Energy are admittedly shit until mid-game but small guns requires nothing more than passing the temple of trials, which only a complete retard would be unable to do

New Vegas would have had more low int dialogue for one. Some of it is still in the game as a nod to it, but they had to cut it because when they recorded it it came off as condescending.

The thing that really annoyed me the most of Fallout 2 was how lazy it was.

It recycled everything it could from Fallout 1, even where they didn't make sense. All of the flavor text for world items was either taken straight from 1 or was simply non-existent, they added a bunch on new weapons but no new sprites.

The worst of all was that the new sprites they did add were rendered at a much higher frame rate then the older assets. It makes the game feel like it's jumping between 60fps and 5fps constantly.
>>
>>319280864
They need to implement a monte carlo RNG in their games.
>>
>>319283334
I don't know why games don't do this by default. I know for a fact that Wesnoth's RNG isn't random enough and tends to roll lower, and yet the devs refuse to do anything about it despite it being trivial to replace.
