Well they're a different version. The FEV is slightly different on the east coast. For instance, the majority of the mutants are fucking retarded and keep growing the longer they live until they're uncomfortably large.
What other way would you have introduced super mutants to the east coast anyway? There aren't enough in California to fill up the entirety of North America and it's not like they all spontaneously decided to congregate in DC and New England.

Well desu I can't really envision a Fallout game without the three key elements: Vaults, BoS and Super Mutants. Every single Fallout game had these and they have now become synonymous with the setting. I bet you a gorillion dollars that if ever a new Fallout game came out without including these then the fans would fucking riot. Even if we go to China in the next game you can be sure that all of these things will make it there somehow.
