Being able to take emotional things happening in a media isn't a skill, nor is it something that can be readily practiced. Emotion in games is a good thing of course, but basing your entire game off how much you can shock or make someone feel bad is exactly how we ended up with Spec Ops. In other words you can make a good emotional game without it being the central point being driven into you.

Also plenty of other games have different measures of skill such as platforming, memorization (puzzles), and strategy.

Oddly enough the shooting isn't the focus of shmups. They're all about dodging enemy shot patterns for the most part. Enemies don't typically have much health and you never need to stop shooting. Dodge long enough and you'll win 100% of the time.

I'm honestly unsure how one would test emotional strength in a game because, well, it's a game.
