Yes. Mugen is just a fighting game engine. However, you can slap any assortment of characters on to it that you'd like.
I need to get back to working on my SSF2T Akuma one of these days. Need to try and figure out how to replicate turbo speed on him. Proper reversal throws would also be nice, but I'm starting to think that just might not be possible within Mugen's framework. Like proper pushback on block.

I stopped on my Akuma at one point, actually started on him back in 2012, I think. Just got fed up one day and quit. Didn't start back up again until some time in 2013. He's the only character I've made so far, but I put tons of effort into pixel-perfect accuracy. It's been an interesting experience, even if just for learning how different Mugen is from commercial fighting games in lots of areas. You need to do so many workarounds to get things working the way they should.

For the most part, putting downloaded characters into your Mugen is fairly simple.
Just move the files in the character folder, and write the character's name into a text file , from what I remember.
While I'm glad the tier system made it that matches aren't complete shitstomps of S rank vs Potato, at the same time that was half the fun.
Plus, a low S-tier and a high S-tier are like the difference between B-tier and low S.
