I have a weird problem with this one. I played it in windows xp some years ago, but now i have windows 7 and the suffering begins.
Several patches later game seems to works properly, but then, oh, lockpicking doesn't work. I maxed this ability but the problem still here.

Patch 1.2, unofficial patch 9.4, some sweetfx andand a spanish translation patch
In windows xp i just installed the official patch and the translation and had 0 problems.
Hmmm using a previous version myself (still on 8.8), *might* be a version issue. Have you tried re-installing with a previous or following patch ?
I know it's tedious, but worth a try.

every time i reinstall the game, a new bug appears
the last one was that i couldn't stealth kill anyone because the icon for the killing didn't appear
there was also the one where every now and then the game would freeze for a second or two
so maybe if you reinstall your problems might go away
