It's an awful start.
It's not as bad of a game as most people say, but it's easily the worst game in the series. It MIGHT be the best game (at time of it's release) in regard to the story, but that's because they went all out on the dumb shit because it's not canon.
It's a decent game, and when you start off, you'll probably love it to be honest. But it's extremely, extremely repetitive. It has HORRIBLE performance and janks out often. The guns don't really feel any different from each other. There's very, VERY few heat actions, and the general design of how quests end and where they put you, and having to go back into the infected zone over and over and over again to get anything done, is very, very bad.
But honestly, it's just flawed, it's not a bad game at it's core, and majima makes the game top tier.
But yeah, start with 1 or 2, and if you only have a PS3, start with 4. 3 is eh to start with.
I'm more baffled that the gunplay feels so disjointed in Dead Souls while Binary Domain is A-OK in that regards, and the same developers no less.
Maybe it was due to them forcefeeding it into the existing Yakuza 4 engine instead of doing it fresh.

Check your SideMission menu. If there are no FAILED quests - you still can get it.

I've never played Kenzan unfortunately. I wasn't really into importing back when that came out. I'll probably get on that soon seeing as how it's really cheap.
Ishin really feels like its own thing while still keeping that Yakuza feel. The on the fly style switching makes every fight feel really fun and unique. I often just spend a bunch of time getting into street fights and leveling all of my styles.
I also can't stress just how much more fluid the combat feels in 60fps if you're playing the ps4 version.

You really don't need to read nip to play Ishin. there is a fantastic full guide on this site called khhsubs. It covers every single chapter and every single activity and substory. It even tells you what's going on with the story most of the time. It's not ideal, but it beats playing blind in a language that you don't understand.

Gameplay wise, yeah, pretty much. The guide covers everything really well.
Story wise not completely. I mean the text guide does a good job at explaining what's going on and you can definitely follow a lot of the basic plot by just watching the cutscenes. But obviously a lot of the dialogue will be lost on non Japanese speakers.
Like I said, it's not ideal, but seeing as how this might be the only way I'll ever have of playing these games anymore, I'll have to get used to it.
