It's a short turn-based RPG with action elements that takes themes/ideas/aspects both gameplay and otherwise, of a bunch of 30+ hour JRPGs throughout history, waters them down, and condenses them into a 6-10 hour package that throws each one at you one after another alongside internet humor for people who don't have the patience to actually play the games that innovated said ideas.
It's kind of like a sample CD of the "best of JRPGs collection" for people who don't actually like JRPGs.
Those two really shouldn't be comparable.
But SMW is obviously better. Undertale wasn't that stellar in the long run, too easy.

having never played Undertale, nor knowing much more about it than it's this years "Gone Home", I can safely say Super Mario World is still the best Mario game of all time, so there's no way some bullcocky little big ass skinny fatshit of an indie developer could make something better.
That's not to say people can't ENJOY THE STORY more, because Mario doesn't have a fucking story. That's it's appeal. You start up and in like, 2 minutes you're dying because you're bad at the game. You couldn't jump right. Punished.

It's a different type of game entirely, so will be subjective depending on if you like RPGs.
It's damn good—they both are—but saying Undertale is flat-out better is pushing it a bit. They're of broadly comparable quality, I'd say. Too early to tell if Undertale will be quite as timeless, however.
