If Bethesda allowing console players to mod proves successful more and more games will allow this, I already rectified you on that point, PC games are also sold at $60 on launch, to get a heavily discounted game you have to wait from 6 months to a year to play it and by that point the game is bound to get a sale on consoles too. For example Witcher 3 is at $25 on PS4 right now. I got Wolfenstein and Rayman Legends for $23.
