They are a company that makes games for another party when they are given an outline and paid in full before development. And then when the game is finished, the party who contracted the game now owns it. Platinum does not recoup development money through royalties of game sales, they already have all the money before the game even goes on sale. It might be a failure by Nintendo's standards, but the game could sell 10 million units and Platinum wouldn't see a penny.

I personally preferred the 1st arcade game, especially due to its better adrenaline pumping soundtrack which was kind of lacking in Turtles in Time. They're okay, and there's a few nice ones like Neon Night Riders, but it didn't get me into that mode like the first OST did.

It's not about level designs. it literally had MORE levels and features compared to the arcade counterpart. While the soundtrack is subjective, it's arguable that the snes counterpart, much like streetfighter 2's soundtrack is more recognizable.
