Graphics have been the biggest talk of gaming since late 1970s. HL2 and Doom3 were just one of the most notable hardware-pushers of early 00s, making DX9 the industry's standard and requirement for the whole decade.

2004 was pretty much the killing blow for consoles to ever compete with PC, while simultaneously a push for graphics card developers to support better commercial shader technology.
2005 was the year of QTEs.
2006 was the next generation of consoles attempting to show they can be just as good as computers.
2007 was "muh graphix" with Crysis market scam trying to scare consumers into buying powerful computers or they'd seem poor.
It was all downhill after that.

As far as non arcade goes, the SNES SuperFX chip has a lot to answer for. Same with Donkey Kong Country. There were some weird outliers like Lawnmower man and other FMV shit on PC which people took very seriously for some reason.

Actually, yes. Instead of a regular cutscene, they lock you in a room and then the characters talk for 10 minutes. It's unskippable, and it's definitely outside the player's control
