I-95 becomes the well-maintained thoroughfare for caravans and still operating vehicles along the east coast. For whatever reason, you go on a trip south to Philly.
Expanding upon the game engine's proof of concept of vehicles and being able to ride on moving objects and not have stupid game shit like you slipping off happen, you can hitch a ride by just jumping on to passer-by vehicles along I-95... and roving bandit attacks are a common thing.
I-95 would be a very long stretch of map with pitstops along the way, little in the way of things to do except travel between states and get into fights on moving vehicles.
You hop off I-95 near the last standing area of Philly, focused around the Liberty Bell and the Delaware River.
