SFV isn't out yet, so no. And it may never die, since as of right now it's a better game than what the beta has showcased.

It's actually has way more player than, say, last year, because some new people are trying to learn the basics of SF while waiting for V. Netcode with GFWL and early Steam integration was shit, now it's pretty much fixed but you're always bound to get couple lagfest matches online.
Also depends on where you are. US USFIV PC seems to have a lot more online players than EU.

it's p2p. You can pick region when you search/create a match. Use 'same.' It'll be fine.
SF4 will be active till at least 5, perhaps longer. Worst case, till 5 comes out. Is that worth it? Then get it.

There's a lot of examples of where a player with a worse connection will have a distinct advantage over a player with a better connection. Server based online multi-player games gives the advantage to the player with the better connection.
Ultra seems to favor the player with the worse connection. I'm not sure that does double your lag.

A direct connection will result in a cleaner connection if you don't have shit internet, server based connections are preferable for large teams but for one on one play P2P is far superior.
