Just get the goddamn gog version it comes preepached.
You can enable HD patch and fullscrean 1920x1080.
It works fine.
You wil notice some balck borders on maps that where not meant for that resolution but those are few and far between.
You can also download the fallout 2 restoration patch and the Engine extender patch that let you increase the games speed and apparently also support filters if you use ddrav.
Also use shift to scan areas for ground items.

It was to an extent. It was "softened" for the EU releases. Instances of "drug addicted" were changed to "chem reliant" among other things.
Raider dialogue was also sanitized.
