I mean, zoning can be good at times, but sometimes, a good ult is worth more than a dead champ in a teamfight. It's all situational of course but fuck, his ult can turn the tides completely if used at the right time.

But Vel'Koz hasn't even received any buffs. He has always been strong but never popular since he was never used in high tier play, and I wouldn't really argue that the mastery changes made him that much stronger.
I think it's mostly the fact that he's a strong pusher and his high base damage that is a big reason why he's seeing a bit more play and have a better win ratio even among shitters, since early and mid game is when games starts to end.
In my opinion Vel'Ko is strong at most parts of the game, but his base damage does mean that he can be a threat even if he does fall behind.
