Already tried changing the ini.
I have same problem, no matter what I do with ini or configuration tool mod FOV stays the same. I can change it through console, but next time I play FOV has reseted again.

Just edit the ini files. Both in steam and in your documents file. There are many guides on how to do this. Ichanged my resolution to 2560x1080 and fov to 95. Works like a charm. Exept the ui is wonky.

There are two different FOV settings one you can set in fallout4prefs.ini which sets the actual camera FOV and one you can set in the console by typing FOV and then a number which sets the weapon and pip boy FOV, also you can type in "refreshini" after changing stuff in the console. Annoyingly changing the weapon FOV to tiny makes the pip boy tiny as well.

With 8GB I get low memory warnings every 15 minutes (and crashes every 30) because the stupid piece of shit apparently demands half of that by default.
