Aside from that, WitchSpring (you raise a QT dark elf witch daughterfu for 100 days Persona style with turn based battles), Adventure Bar Story, 7 Stories and Zeke and Pandora: The Stolen King are what I got on my phone right now. I also got a couple of Kemco RPGs but they vary in quality. Illusion of L'Phalcia is a decent one that has 3D models for combat.

If you updated to the latest iOS9, you should still be able to sideload emulators signed using a Mac. I thought that was one of the main features of iOS9. Dunno if you need a Mac to do it yourself or if you can get one pre-signed or whatever.
I downgraded my 4s to iOS6 for performance and to play old games that never got updated to support iOS7/8, and an iOS 8.1.2 iPad Air 2 that I use to play PSP games. My iphone plays psx games perfectly well with retroarch though.

What you're thinking of is the old iOS 7-8 exploit that let users install apps through the browser and have them work if you fuck with the date. Later they replaced that with emulators signed with a dev certificate that needs to get replaced, hence why you gotta pay for iemulators.
iOS 9 sideloading is different and involves Xcode 7 and compiling/signing the app yourself. To do it yourself you need a Mac, but I dunno if you NEED to do it yourself or if you can get someone to do it for you and have it still work.
