I'd say so. They're all pretty much the same games but I haven't seen anything that would make the HD versions inferior. This certainly isn't a case of Silent Hill HD, so don't worry about that.
Now, that being said, there are a couple of neat mini-games that are exclusive to the PS2 versions due to licensing deals that have long since expired. MGS2 features a skateboarding game that's pretty similar to Tony Hawk but actually uses the engine for Evolution Skateboarding. MGS3 features an Ape Escape crossover that keeps the MGS3 mechanics. Neither of those extras are a big deal enough to really miss but they are noteworthy nonetheless and are very fun to mess around with at least once.

Ah, I thought you meant "legacy" as in the original PS2 versions. The legacy collection is literally just the HD collection plus MGS4, MG: VR Missions, and a couple more little extras. Both the HD collection and legacy collection include MG 1 and 2, as they're actually a part of MGS3.
