Free speech is a pretty simple concept, one that can be passed down in tradition or through the abundance of pre-war relics talking about its importance. Even if they don't know why free speech exists, they see it's probably important.
The Mayor, like any leader, has to be careful not to piss everyone off in trying to help them. Piper may be a troublemaker, but she is mostly seen as benign by the populace and the mayor blatantly tossing out rule of law just because she makes him look bad is going to look even worse. Locking her out quietly would be best, but that didn't work so just let her wander with a frozen lunatic for a bit.The writing is still awful but not everything is a blatant plothole, some of it is just stupid.
