Why do people say it's a shit game? It made massive improvements to the gameplay formula, and while there are some steps backward, you should have expected those. Come January you will have the power to fix the few issues with the game.
Also if you download other people's mods that aren't massively complex additions of scripting and the like (such as any XRocket Engine mod, Turn Based Combat, or high-quality weapon models) instead of making them yourself, you are the cancer killing the Fallout modding scene and should off yourself immediately.
Also both games are pretty good. I give Fallout 4 a 9/10 and The Witcher 3 a 8.5/10 only because the fantasy setting isn't really interesting... like at all. But with how solid the rest of the game is, it more than makes up for the generic uninspired "Totally not DnD gaiz" setting.

Look I'm just going to tell you my experience. I feel as though the gunplay was really the only thing that improved. Stim's still heal way too fast, radiation still debuffs you but you've got enough radaway and rad-x to completely negate any of its effects. Power armor is ludicrously overpowered and has a terrible HUD and quite a few drawbacks like the inability to hack a computer. Then you've got the OP bullet sponge companions who act as tanks for you while you fire from the background.
I'm level 35 in the game and it's starting to become a real chore. I keep facing legendary mob after legendary mob and they're all serious bullet sponges despite having a few fully modded guns. I'm also sick of facing the same enemy types over and over, the ghouls in particular are seriously annoying. As for your comment about random encounters it's just a simple script that spawns a vertibird on your head every so often to shoot everyone around you until it inevitably explodes. Let's not even get into the melee combat.
I believe only the shooting improved and everything else got a lot worse. Hopefully I can find some weapons that can kill these pinatas faster.

If you are using any rifle that isn't a plasma rifle at level 35, you are a fucking idiot. That's plain and simple. The plasma rifle is so fucking overpowered and deals so much DPS that even level-matched legendary Alpha Deathclaws have a TTK of about 10 seconds.

Wrong kind of encounter. Enemy patrols exist and spawn at random intervals as well, which is what I'm talking about. All manner of factions have this, BoS, Gunners, Raiders, Institute, Minutemen.

Fallout 4 has pretty great graphics. Yes, they aren't "OMFG THE GRASS IS LEGIT REAL LIFE OMG GOTY" graphics but they are great and the don't bug me at all. If it bugs you, then you're probably a b*tchy b*tch. Fallout has some really great voice acting, sometimes it can be cheesy but overall it's good. The gameplay has been overhauled, if you can't see it then holy shit, go get your eyes checked. The gunplay is incredibly better, it's fun. The customization and perks are really dope, I don't think anybody was complaining about this though. Honestly, I have never played the Witcher and I probably won't because it just doesn't interest me. The combat seems boring and strange. But I've heard really great stuff about it.
